Dr. Yogita Naruka

Biography

I joined Jaypee Institute of Information and Technology in 2023 as an Assistant Professor, where I teach sociology to engineering students, bringing interdisciplinary perspectives into technical education. I hold a Ph.D. and M.Phil. in Development Studies from the Tata Institute of Social Sciences (TISS), Mumbai, and a Master’s in Social Work from Delhi University.

My academic and consulting experiences have allowed me to bridge research, teaching, and practice in meaningful ways. I have presented my work at national and international forums, including conferences in Spain, the UK, and India. My research has been published in peer-reviewed journals such as the International Journal of Urban and Regional Research.

Before entering academia full-time, I worked extensively as an independent consultant and researcher with development organizations such as Room to Read, Magic Bus India Foundation, UNICEF, and Project Concern International. My work in these roles focused on life skills education, gender-responsive governance, public health, and urban development.

With over a decade of experience in multi-sectoral research, training, and capacity-building—complemented by earlier roles at DFID and GIZ India—I remain committed to critical, grounded research and the pursuit of inclusive urban futures. I am also a recipient of the UGC Research Fellowship and was honored to represent India at the BRICS Youth Summit in 2016.

Research Highlights

My research is informed by the anthropological imperative of studying up, as articulated by Laura Nader. In my research work, I turn my ethnographic gaze toward powerful institutions—urban development organizations, planning bureaucracies, and policy-making circles. This perspective allows me to critically engage with the processes through which public policies are envisioned, framed, and executed. The aim of my research practice is to investigate not just how policies affect communities, but how they are born: in committee rooms, through institutional logics, inter-agency negotiations, and often, conflicting aspirations.

Both my doctoral work and professional research practice reflect this orientation. At its core, my research work seeks to uncover the social and political dynamics within elite institutional spaces—those that are often presumed neutral or technocratic. By doing so, I aim to develop comprehensive, grounded insights into how policy narratives are crafted, legitimized, and contested in contemporary urban India.
